I had the Timing Chain Tensioner removed and replaced on 02/06/2017. Oil has begun to leak again. The Toyota dealer said it is the Timing Chain O-ring. Is replacing the Timing Chain O-Ring part of replacing the Timing Chain Tensioner?

Nothing oil is leaking

Not necessarily, it has probably gone bad since the repair if you had it done over a year ago and the leak has appeared within the last 6 weeks.
