What is your question?
After I release my E brake, I have no control of my headlights. Even if I switch the knob to off they remain on. The only way to turn them off is to either activate my E Brake or turn the car off. I have checked my headlight fuses as well as the DRL relay and I believe them to be in good working order. I am usually pretty good with electrical demons but this is my first time dealing with this. I have had older Toyotas in the past (95 4Runner and 95 Tacoma) I did not have this issue with those vehicles. My biggest concern is that I go through a gate every day and have my ID checked and they prefer headlights off when coming through.
What makes this problem better or worse?
Nothing
How long has your 2001 Toyota Corolla had this problem?

Hello, are you sure this isn't normal operation of the daytime running lamps (DRL)? It sounds like it's normal -- but maybe I'm misunderstanding? You said it's been happening since you've gotten the car 2 weeks ago, sounds like you got a car that has the DRL on functioning normally. Seek local guidance to get another opinion perhaps.
