I broke the lever that opens my trunk and I have never been able to open with a key. Which is the least expensive to fix and about how much should I pay?

If the remote lever to open the trunk down by the driver's seat/floor area and the key wont ope the trunk, hopefully there is enough cable left to use a vise grips or pliers to grab the inner cable at the broken latch enabling the trunk to be opened to allow the lock or linkage repaired ant the release cable replaced. If not the rear seats will have to be removed to allow someone to crawl into the trunk and manipulate the trunk lock from the inside to get it to open. A repair shop will probably give you a one hour initial diagnostic charge which would go towards repair cost, perhaps .8 to 1 hour labor to replace the cable , additional time to replace the trunk lock or linkage depending on what they find broken.

How much about would that cost? I hit someone and they said it cost 500 but they're only asking me for 250 cos they had to take off the bumper to replace the trunk lock... is that realistic?
