Tail lights stay on, brake lights won't turn on. How to fix these?

What is your question?

I noticed a 15A fuse for Stop Light when replaced with another 15A fuse, red light on the fuse comes on, bright red. I already replaced the brake light switch on the brake pedal. Mounted and adjusted it well to engage with the pedal.

What makes this problem better or worse?

I cleaned battery terminals, tightened bolts and nuts. Replaced brake light switch on the pedal.

How long has your 1998 Toyota Corolla had this problem?
