Can't turn key from the lock to the ACC position

What is your question?

As stated, I can't turn key into ACC postion so it could be start. I'm not sure that the ignition cylinder turns bad or the defective ignition switch does. Could someone help me in how to get over it with minimum expense or with some guideline to eliminate the false reason. I have a poor family to support. Thanhks in advance
