I would check the TPS, I have seen this on a few Toyotas, but it is hard to diagnose. Are there any codes? How is the compression? The fuel dampener can be checked with a fuel pressure test, did your shop do that ? What is the fuel pressure, a weak pump could do this, or an old fuel filter, so many things. Oh yeah, check the opening of the EGR, too much EGR will do this as well, and the EGR does not come on when the engine is cold. Best of luck!
This might be helpful to me but I don't even know what the TPS or the EGR is:o(
