Car wont start at times 1990 Toyota Celica

Be very critical inspecting all the cabling from the battery, to the starter, to grounds. Any kind of loose connection or corrosion will cause enough resistance to keep you from cranking over -- intermittently. Besides that -- have a look at your replacement starter...it could be faulty from the start.

Thanks for the response people keep suggesting its a wiring problem so now I just need someone to check it out or just take it to toyota
