My 2011 camry won't start. I have replaced the starter and the starter relay switch. Had battery checked and its good, still won't start. What do I do next?

When I turn the key I can hear clicking. The dash lights come on as well as headlights.

You will need to test the thick wire that goes to the starter. It sounds like it is unable to draw enough power to turn the engine.
The other side of the story is the engine may be seized. Put a socket on the crankshaft pulley and attempt to turn the engine by hand. If you cannot turn the engine or the engine is extremely hard to turn by hand, stop diagnosing the starter.
