Why won’t my car go into programming mode?

What is your question?

I can’t get the car to go into programming mode after using the sequence multiple times. Don’t know if this is related, but the key cylinder on the driver door won’t lock the doors, only unlocks. It is a 2006 Toyota Camry xle v6
