When check engine light is off, the car surges. Took it get inspected but didn't pass because O2 sensor, heated sensor, and catalyst were "not ready". Driving extra miles did not help. Different codes come up when the light is off.

Sounds like you have some type intake vacuum leak or a weak injector. O2 sensors get changed many times for the wrong reasons. If the sensor is not generating voltage, you need to determine why. A propane test will check the o2 sensor and a smoke test will check for vacuum and air inlet leaks. If those are all ok, then I would be looking at the injection system which can be tested via a injector drop test.
