The electronic locking and unlocking has recently stopped working on the driver's side door. The door will not lock/unlock with the remote or with the buttons on either front door. It also will not lock when the car is placed into gear. The other doors work just fine by all electronic means. I've been told it's the lock actuator that needs to be replaced. Has anyone experienced this?

Yes I have the same problem with passenger door . I was told the same , cost estimate $300 min, $50 just to diagnose at dealer. Independent says he can do it for about $280
I had the same problem with my 2005 Camry, the driver front and passenger doors didnt lock/unlock with the fob or the key, but the passenger sides were working. I was told it was the actuator on the door, found out how much the dealer was going to charge me $500.00 for one door(and I needed two doors). Then I looked on Amazon and found the actuator there for about $150.00, ordered it and changed it myself. Took about 30-45 minutes, and its the same part that came off the car. Save some money and check Amazon first! So I changed both doors for under $300.00. Check out youtube and serach changing actuator on 2004 toyota camry on your make and model, well worth it.
I have experienced the same problem with my Camry. Eight times to be exact. In total 11 door lock actuators have been replaced by my Toyota dealership. Nine under warranty and the last 2 Ipaid for one and the dealership covered the other.
