The 2000 Camry has an idle air control motor on the bottom of the throttle butterfly housing. If it "gets carbon fouled up and dirty" the car may be difficult to start and stall when cold and also exhibit a low idle speed. The motor cost $200 to $225 and takes about an hour to fit. If there is a independent Toyota repair specialty shop in your area call them and ask if they clean or replace the idle air control valve, I have cleaned many of them and have had no problems.
