engine no start

brian here, on a toyota camry 2000 i didnt hear the fuel pump but checked the fuse so i changed the fuel pump after that i still didnt hear it run when i turned the key to the on position, but after strying to start it i would stop then i hear the fuel pump kick on . the engine almost wants to start but it did only do to starting fluid, one day later i didnt hear the fuel pump and not even the starting fluid would make the engine start
