i have put new monroe struts, sway bar links,new pads and rotors,all bushings look good, none are rotted. ball joints tested good, and tie rods.
What makes this problem better or worse?

There are a number of things which could contribute to this rattle. It's difficult to pinpoint the cause without examining your vehicle. I would start by looking at the work which was recently completed, and then move on to a review of your other systems including your exhaust system.
