Are the inner tie rod bushings pressed in and if so is there a way I can replace them with a vise?

Generally these are not replaceable. You will have to buy new inner tie rod with the bushing already installed. Then install on car. The bushing is usually a small piece of round plastic that sits in the end of tie rod that screws to the rack. A rod with a ball on one end is pressed into the hole with the bushing. When the bushing gets worn then the tow pieces have movement between them (the play in the steering). This movement damages will also damage the tie rod pieces other than the bushing.
