Will the fuel pump relay on a 96 Toyota Camry have reason to keep the car from starting up other than no gas because there's no fire to theplay I believe somebody is disconnected or cut the wires to the relay not knowing what the hell they were

The car was starting before and it would die after a little while so this guy jumps or yeah jumps it from the coil to the distributor and I believe we burn something out however we cannot get the car started after changing distributor the pickup coil in the distributor we put in a new crankshaft sensor we put in I will put in everything brand new plugs wires bought a brand new distributor the coils were brand new ignition coils I don't know what the problem could be it just won't start it doesn't even try
