"Plate" hanging underneath front of car

What is your question?

I have been hearing a crunching sound every time I go over a bump. As I walked towards my car, I could see something hanging down towards the ground, looks like a plate or cover of some kind. What could this be? I had work done on the car about a month ago, cooling system.
