I have a 96 Toyota Camry break light goes in and out. what is wrong ?

I have a 1996 Toyota Camry le and the light indicator stays on inside the car, but the back break light keeps going in and out. The wire was fixed and the break light working right and the indicator for the lights stayed off, but then one day the light indicator came back on and my brake light was going in and out again. Someone told me that I have to replace the whole back light wires and all. Sometimes the light indicator inside the car will be on and the break light would be working. I don't know that the light is out until I get stop be the cops.
