The air conditioning system is supposed to operate even with the heat on to dehumidify the interior - to prevent window fogging. Sounds like you may have some moisture built up in the evaporator box/ heater plenum that is not draining. Or, the AC is not operating, which can cause this dehumidifying feature to not function, and will allow window fogging to occur.
