Could be transmission problem or car could use a tune up (spark plugs, spark plug wires, distributor cap & rotor), timing could be off.
Assuming an auto, it could be that the No 1 shift solenoid in the trans has failed. This prevents the auto from selecting low gears.

No 1 shift is sluggish to pick up, but once it picks the selection of others are good.
Can't get it fixed yet.
