1994 camry le 4cycl. when start car revs up to 4k rpm then drops and idles ruff.

I've replaced spark plugs,O2 sensor, cleaned erg, cleaned inside throttle body. Foot peddle feels loose. When I start the car it the tach gauge shoots up to 4k like the throttle is open. I don't know what to do.
