seatbelts, windows gas gauge and temp gauge wont work

On the driver side, left outer wall,,, there is a fuse 7.5 Amps. Check it again. I've been dealing with mine for 5 months now and I've traced my problem so far to a yellow wire, seemingly shorting out... which I believe goes to the seat belt warning module which is under the center console. But I started the diagnosis by connecting a digital multimeter which had a 10 amp setting and I hopped it over the fuse so that when I pulled the plug on the problem group of wires, I was able to follow it down the line.
