Have exact same problem on same year and model. hope there is a less expensive solution.
I found a repair shop that would look at it again and they found a loose wire and fixed it for less than $100.
*First you should know that that ECU is covered under warranty at any Toyota dealer for 8 YEARS AND 80,000 miles by law per the Federal Emissions Warranty. * My information system tells me that the OEM part# is 8966107511 and has a MSL of $884.52 at the Toyota dealer. You should call them directly because price increases can occur, part #s are superseded regularly, AND price can vary from dealer to dealer. This unit must be programmed with the proper software and anti-theft key codes at an additional cost. *Used computers are tricky because the proper software may not be installed. Some cars have many different calibrations based on the car's options. In addition the anti-theft key codes have to programmed into the ECU in order for it to start up. To hinder car thieves, RE-programming on some models is not an option and others will require one of the OE "master" keys be present. To get around this, salvage yards often sell the ECU along with a set of keys, an ignition lock cylinder, and door/trunk lock cylinders to get around this. Installation costs for all that usually negate any savings. *ECU failures on Toyota products are rare! In 25 years I can recollect only 4 or 5 and those were caused by shorted circuits or flood damage. In other words don't install a new one without determining why it failed in the first place. *I would highly recommend having this diagnosed and repaired by a professional for obvious reasons.

Believe it or not, it started working properly again after a few months. I'd have to say it may have a loose wire as well. I'd have it checked out before buying an ECU
It is a 2011 Toyota Avalon. I am really not sure that is my problem. That is what the dealership told me it was. The door locks, except for the driver's side, have quit working.
