Possibly brake pad rubbing into the rotor. From the inner side.Brake pads on the outside look like they have meat on them.
What makes this problem better or worse?
After been driving for a while it starts.
How long has your 2007 Toyota Avalon had this problem?

Hello, indeed - you could have one brake pad that is good and the other could be worn out. This can be due to a stuck caliper piston (outer pad worn out), or sticking caliper slides (inner pad worn out). A physical inspection is needed to find out what is happening. www.repairpal.com/repair-shops
