Why would my 2007 4runner with 42K miles need struts and shocks?

I love Toyota, drive one and work on mostly Toyotas but I see a lot of bad shocks on the 4Runner even at low mileage, get a second opinion but I would not be surprised if the shocks are in fact bad.
