If my tires rub in the front because they're larger, will putting spacers clear the tires from the fender

While this is a simple problem to solve, it does depend on where specifically the tires are actually making contact with the fenders. My recommendation would be to find a 4Runner enthusiast forum, or a Reddit search. The 4Runner has a dedicated fan-base with lots of modification options & unique solutions to problems associated with vehicles that are similarly (if not identically) equipped. Whichever option remedy suits your needs, please do it with safety in mind. Cheap remedies don't necessarily mean safe remedies. Any changes made to the height of the vehicle, suspension, or the offset of the wheels & tires in relation to the wheel hubs can have adverse stability effects if completed properly.
