do you have to have a toyota mechanic replace or repair a air conditioner in a 200 toyota 4 runner/

What is your question?

I had my air repaired in 2014,they checked for leaks, replaced valve core H, replaced o-ring dryer H line, reclaimed and recharged system, reclaim freon and evacuate system to deep vacuum, and refill freon level. I live in a small town and I'm hoping I don't have to go to a toyota mechanic in another town.

What makes this problem better or worse?

it just doesn't kick out cold air. it is just slightly cool.
