that's the blower motor for the A/C and the Heater..either the blower motor resistor is burnt or the blower relay is stuck.

Is it possible to fix myself without having to take it to a repair shop

Yes,the blower motor and the resistor is under the dash on the passenger side..if this is the problem,the resistor is around $55.00,Part # JA1717 at Autozone. only 2 screws and 2 electrical plugs.
