i encountered same problem with my previous sedan, lost of power may be due to overheat. check you fan fuse., if fuse is ok, maybe you have to replace your fan assy.

Is the cooling system full and WHAT doesn't seem to have any compression? The engine? DEAD battery?

battery fine just wont turn over sounds like a whining noise was wondering if it might have some sort of safty feature incase it over heats to shut it down first put more coolant in it did not do anything
