driving down the road lost heat tried a few different things then lost power

everything seems to work just wont turn over makes a whinning noise

battery fine just wont turn over sounds like a whining noise was wondering if it might have some sort of safty feature incase it over heats to shut it down first put more coolant in it did not do anything

Timing belt/chain broke?
