Low fuel light stays on but gauge works, is it issue with cluster or pump/sender

What is your question?

08 Suzuki Forenza with 103,300 miles. Fuel gauge works but low fuel light stays on. No extra noise or issues so didn't know if it was the pump/sender or something wrong with cluster.

What makes this problem better or worse?
