On my 2006 Outback the motor cranks over twice and then stops, after a few tries it cranks normally. The battery is fine and the alternator is new

If the car is cranking and not ever starting you need to start with basics like fuel pressure and scanning the computer for trouble codes. You can rent a fuel pressure tester at the local parts store and if you can get the car to the parts store they will scan it for free. If not you can buy or rent a scanner. If you are not familiar with these tools then use this link to find a good shop near you.
