My 2002 Outback has windows that will not go up or down. None of the switches (back or front, right or left doors) work the windows. What needs to be repaired/replaced?

Same issue on a 2010 Outback. After two weeks of searching for a short, dealer gave up and replaced the entire wiring harness. Car was out if warranty, but dealer agreed to split the cost.
