check engine light on adn hard time starting like low battery

the check engine light comes off and on. stays on more than it is off. worried because recently puchased this vehicle because old vehicle ahd check engine light on adn wont pass inspection that way and cost me 1500 dollars to get it to pass and on previous vehicle light came back on 2 months later. that is why i puchased the subaru. also having trouble starting. sometimes turn key and nothing then it will start. the dash lights up but it could be a bad battery. but i really need to know what could be wrong with the check engine light
