What is your question?
Loose steering, “check engine” light is on but not blinking. Code reader says it’s an incorrectly seated gas cap, but after 10 or more cycles, the light remains on, and I replaced the gas cap less than 200 miles ago. There is a seep coming from somewhere, but I can’t find it, and there is no liquid on the ground when the car sits in place. The car has never blown the head gasket. It seems like this model might be becoming a classic, so I’m looking to restore it. Any thoughts on the price ranges I’m looking at?

Your check engine light is coming from an evaporative emissions system leak, and apparently you've eliminated the fuel cap as a possible cause. What is needed is a smoke vapor test of your evaporative emissions system. Smoke vapors will go through your system, and where they come out and are visible, you will find the source of your leak. Repair that area and retest and your check engine light will be resolved. As far as restoring your car - no idea at all as to viability or cost. Good luck with your plans though.
