Why does my Legacy "float" on icy roads? Anything above 30mph is very dangerous

What is your question?

Only floats on icy roads. Needs constant steering input to maintain straight line. All other surfaces, no problems. My Toyota Camry is WAY more stable on ice than the Legacy.

You did not mention the condition of the tires, however, the alignment can be off causing the slight loss of traction to be multiplied exponentially. See a Goodyear store for a free alignment check to verify.
