If this is a 2.5 DOHC engine than it is to late for a belt because it has already bent some valves. If it is a 2.5 SOHC you may get lucky and not bend a valve but don't get your hopes up. If you GOOGLE: 99subarulegacy2.5timingmarks you will find what you are looking for. Good Luck
timing marks are on each gear and the new belt will be marked so just line up all the marks and your good to go ,it has worked for us the last 3 times ,with no problems , once your in that far you might as well replace the water pump or even the cam seals, as they will leak not to long after the belt wears or breaks , dont worry about the alternator as it is so easy to rachet down the screw to loosen the belt and the rest is easy to get to , also the bolt on the belt tensioner comes loose check it and loctight it if nessary
