When I pull on the hood latch release, you can feel that the cable is nolonger connected.

haha If you can reach the cable with a pair of needle nose pliers from under the hood (trough the grill) grab it and pull tell it pops, if its disconnected from the latch under the hood find the lever that the cable should be conected to and use something like a screw driver to pop it
