Hello, Dave here, contributing to RepairPal and providing expert advice since 2010. Testing is required. From the beginning. Ignore what is "new" or what has previously been tested. The battery must be tested for state of charge and the ability to sustain a load. Battery cable connections must be cleaned and checked to make sure they are securely fastened. No corrosion can be present. The starter motor must be checked for excessive amperage draw. There really is not anything more to the starting system. If the engine cranks over just fine -- and does not start -- that's a whole other story that requires different troubleshooting.
