did you get a fix-it ticket? Do you need to install it to clear inspection? There is probably a way to fab some brackets from strip stock or sheet metal (available at many hardware stores and big box stores) but it might take some creativity. I found a link where someone used suction cups on the windshield to mount their front plate.
