why is my gear lever not going into park?

There is a shift solenoid that is supposed to keep the car in Park until you put the key in the ignition and put your foot on the brake pedal, then you pull it out of park and put it in forward or reverse to drive off. I wonder if the solenoid is malfunctioning.
