What is your question?
Car was at a repair shop for New York State inspection. It passed the safety tests and when they connected the vehicle to the NYS system for emissions test the OBDII connection was acknowledged but the OBDII wouldn't communicate. The car in line after me had no problems connecting and transmitting emissions data.
What makes this problem better or worse?
The OBDII has never been used before to connect to an outside source.
How long has your 2019 Subaru Forester had this problem?
First time ever.

Hello, there is a fuse for OBDII data link connection. I looked in the workshop manual information and can't find the fuse listing. So, I'll suggest you check your owners guide. Some manufacturers tie in the data link fuse with the circuit for your power points / lighter sockets / USB ports. These can blown fuses due to plug in issues. Check fuses first, it's the most likely cause of concern by far. Alternatively, see your local Subaru dealership for what is likely an in-warranty situation unless you have a ton of miles.
