Scion XB weird inside chime noises and what they mean

So I have a 2011 Scion XB and my friend has a 2008. I have heard mine make a faint “ice cream truck” sound or alarm one time soon after I bought it. I didn’t pay it much attention. My friends has done three similar alarms, and now her car will not start or turn over at all. All of her dash lights, turn signals, and headlights work though.
