Why are all dash lights blinking on and off in cold weather until car warms up?

I have a 2004 Scion Xb with 106,000 miles on it. In the summer it starts and runs fine but when the weather turns a little colder all the lights stay on until after the blue cold temp indicator light goes off. Sometimes immediately after, sometimes 5-10 minutes after. During this time the headlights are also blinking on and off as well as the seatbelt indicator. Again, it does not do this in warm weather, only in cool to cold weather. I've taken it to several mechanics and they cannot seem to fix it. HELP!

Only happens when the outside temp is cold, not in summer
