AC compressor stays on when AC compressor fuse and switch is removed.

I been trying to fix my AC for the longest. The Ac on my 2005 Scion XA blows hott air. My mechanic couldn't find out the problem. In the beginning before the compresser siezed up I had no cold air blowing throught the AC vents. I replaced the compressor because it end up siezing up. I have also replaced the condenser dryer, Expansion valve, and the Evaporator. I still dont get cold AC. My mechanic did a AC flush and still got no AC. There is a very weird thing that happened. My mechanic removed the AC compressor Switch and the compressor should of stopped running instead it continued to run. He then removed the AC compressor Fuse and continued to run with both of them removed which is very strange. I been trying to fix my AC for the longest and my mechanic and I still couldn't figure out what the issue. He is a very experienced mechanic with 20+ years as a mechanic. He even checked for any codes on the car that dealed with AC system and there weren't any. Any suggestions?
