Daytime running lights

What is your question?

My daytime running lights sometimes work and sometimes don't. I noticed a technical bulleti on the resistor. It indicates the resistor is located in the left front fender. I pulled of the driver side wheel well cover and found nothing there. Can you give me a little more detail as to the loaction so I may find this possible faulty item.
