What is your question?
When I start my car there is a loud noise, like a match is being struck. It use to only happen during colder weather, but, is happening more often now. Is it the starter?

It's impossible to say what the source of the noise is without hearing it first hand. It is possible it is related to the starter or ring gear the starter engages with to start the engine.
