On a vehicle this age the most likely culprit is a failing multifunction switch on the steering column since the wiper controls run through it and worn contacts can cause all kinds of erratic behavior. A faulty wiper control module or a chafed wire under the right side of the dash could also be sending phantom signals to the wiper motor. The fact that it's been going on for a while tells us it's not going away on its own. An experienced shop can trace the wiper circuit pretty efficiently and get those wipers back on your schedule instead of their own or you need to call Ghostbusters.
