Does my Saturn have an electric power steering motor?

Your power steering is not electric. It is a hydraulic pump driven by the accessory serpentine belt. There is an electronic power steering control module. There are several Technical Service Bulletins on this problem; but, it will require further investigation to determine the exact problem.
