How can I make my bright lights not come on when I'm using my turn signals?

They have been coming on along with the turn signals for 2 weeks now. The handle is sometimes hot to the touch and the steering wheel column smokes occasionally inside the car. I had to get it jumped this morning because it ran down my battery, the brights stay on even when the car is turned off. Now my radio isn't working either. What should I do?
