The passenger power seat won't recline

Sounds like either a restriction in the mechanism of the seat recliner is preventing movement, the motor is too weak to manipulate the seat properly in all directions, or the gears are stripped in a certain place. You mention the gears appear intact, so perhaps one of the first two concerns. The vehicle has some age and things simply wear out.
